My name is Heather Robbins, and I’m proud to be your neighbor. I’m married with two boys in our great public school system. We moved to Tigard seven years ago and absolutely love our adopted city. I am running for one of the two city council seats that were created when we approved the new, modern city charter.
I am proud to live in our close-knit, vibrant city. I believe all of our residents deserve access to affordable housing in a clean environment, excellent schools, safe roads, walkable neighborhoods, and economic opportunity with good support from our public service systems. As a city councilor, I would work with fellow councilors to further the Council’s goals of reducing houselessness, addressing our community’s impact on the climate, modernizing city services and enhancing community safety and access.
If elected, my priorities as a City Councilor will be:
- Public Safety, especially in response to the opioid crisis and the easy availability of fentanyl to our children and families.
- Continue to support the City Council’s goal to reduce homelessness
- Transportation, working on traffic solutions and continuing to support the much-needed improvement of Hall Blvd.

Why am I running?
I have lived in Tigard for 7 years and consider it home. I have volunteered in leadership roles for a number of organizations, focusing on professional and charitable goals. I want to dedicate my experience and time to focusing on our community. While I work in healthcare now, I have extensive business and communications experience. I am a hard worker and know how to work well with others to get things done. I believe I would be an asset to the city and a productive member of Tigard City Council.
My Background
I am a Physician Associate (PA). I work at Adventist Health Portland in General Surgery treating patients and assisting in surgery. I am a member of the Medical Executive Committee overseeing our providers and coordinating with hospital administration. I am a member of the Tigard Audit Committee.
My previous career was as a technical writer and manager. I worked at Sony Electronics for seven years, first as a team member and later as the team manager. We authored and maintained the customer support knowledgebase providing technical support content for the website and support agents. Prior to this I was a journalist and communications consultant. Before that, I was a chemist at Pfizer Pharmaceuticals working in drug discovery.
I have served in a variety of volunteer leadership positions including:
- Member of the Tigard Audit Committee and participated in the RFP process to choose the vendor for our upcoming audit.
- Member-at-large of the Medical Executive Committee at Adventist Health Portland
- President-elect of Oregon Society of Physician Associates (OSPA), a professional organization dedicated to advancing the PA profession and ensuring we provide the best care to our patients.
- House of Delegates member to American Association of Physician Associates representing OSPA
- Secretary of the Tigard High School Band Boosters – Go Tigers!
- Assistant Scoutmaster for Troop 419
- Den Leader and Fundraising coordinator for Cub Scout Pack 690

More about me
I’m married to my husband of 24 years, Marion. He supports my many adventures and sometimes crazy ideas. We’ve lived in CT, FL and now Oregon. This feels like home. We have two sons, Gabe and Gray. They’re active in a variety of activities, and I do my best to keep up. We have a dog and two cats and live on Bull Mountain.
I have a BS in Chemistry from U.C. Irvine, an MS in Journalism from Columbia University and an MMS in PA studies from Nova Southeastern University. I grew up in San Jose, CA.
I have a lot of hobbies including gardening, creating recipes, baking and crafting. I like to kayak but don’t do it as much as I would like.
